Employment Record and Assignments

  • Appointed as the Director of the Vaikunth Mehta National Institutite of Coopertive Management at Pune in Maharashtra with effect from November 2017.
  • Previously, served as Director (Higher Education) in the Ministry of Human Resource Development (MHRD) from October 2016 to November 2017 and dealt with, inter alia, establishment matters of University Grants Commission (UGC), fund releases to UGC for financing State/Central Universities/Colleges, examination and notification of UGC Regulations for promotion and co-ordination of University education and for the determination and maintenance of standards of teaching, examination and research in Universities, pay scales for teachers and registry officers in Universities/colleges. Also reviewed existing Higher Educational Institution (HEI) Assessment and Accreditation processes and procedure of National Asssessment and Accreditation Council (NAAC) and facilitated laying down of a revised framework for bringing in an improved HEI Assessment and Accreditation system. Led a designated UGC team to firm up processes and procedures to digitise all types of academic records – ranging from school certificates to PhD degrees with active support of two digital depositories of the country viz. NSDL Database Management Limited and CDSL Venture Limited under the Government of India’s digitisation project – National Academic Depository.
  • Served the Ministry of Agriculture and Farmers Welfare as Director (Agriculture Trade) during October 2014 till May 2015 and engaged, among others, in the compilation /analysis of data relating to production, domestic demand, export and import of agriculture commodities, examination of budget proposals including suggestions in respect of modification in customs duties for notification by Department of Revenue, examination of agri-trade issues, coordination with Department of Commerce and agri-trade promotion agencies/councils to extend support to D/o Commerce in the formulation of India’s position in WTO Agreement on Agriculture and other allied agreements.
  • During May 2015 and October 2016, served as Private Secretary to the Hon’ble Minister of State (MoS) for Agriculture and Farmers Welfare and advised him on the Govt. of India’s agriculture and rural development policies and processes with an objective to the overall development of the country’s Agriculture and Allied Sectors.
  • Served Ministry of Rural Development as Joint Director/Director of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) Division during May 2011 and September 2014. During this period, examined proposals and released central share of MGNREGA funds to States/UTs, prepared documents/information/responses on policy, Act and Rules with reference to release of funds, prepared Training of Trainer (ToT) modules and manuals on MGNREGA Operational Guidelines 2013 and carried out rounds of training courses in consultation with National Institute of Rural Development (NIRD), Hyderabad and Guwahati, formulated national IEC strategy/action plan of MGNREGA and examined IEC plans of the States for effective IEC under the programme, imparted training to Ministry Officials (Assistants, Economic Officers, Section officers, Under Secretaries) and State Resource Team officials (District Magistrates/Block Devleopment Officers etc.) on the provisions of MGNREGA.
  • Served the Planning Commission as Deputy Adviser in the Plan Coordination Division from February 2010 to May 2011 and examined plan schemes/programmes and policies of the Central Ministries and Departments.
  • During February 2008 and January 2010, served United Nation Development Programme (UNDP) as a Project Manager and facilitated and monitored the UNDP-Government of India’s collaborative effort - ‘Strengthening State Plans for Human Development’ which got implemented in 15 selected States of the country.
  • Besides, also served Ministry of Food Processing Industries as Deputy Director from April 2004 to January 2008, Ministry of Rural Development as Assistant Director/Research Officer from April 2001 to April 2004, IES probationer from October 1999 till April 2001 and served Odisha Government as Odisha Administrative Officer during March 1999 till October 1999.


  • Published 66 research papers/articles/chapters in Journals/edited books/ News Daily out of which three have been published in International peer reviewed Journals, 50 in National peer reviewed/non-peer reviewed Journals, six in edited books as chapters and seven articles in national/provincial news dailies.
